Sending this video to Beggar's Canyon to plea for a little attention - beg requested by original submitter JayCeeOh.

The video doesn't actually explain HOW 'most people' can participate in the rule making process and provide input into those changes. It keeps on claiming that we can, but doesn't actually tell you how!!!
