Car pulls out of rest area without looking

With the truck driver having no time to respond or go anywhere else to escape as there was another vehicle in lane two, it resulted in the driver of the silver Hyundai car being rear ended.

The Hyundai then bounced into lane two colliding with another vehicle (Mercedes) before coming to a stop in the central reservation.

It was reported at the time that two people were taken to hospital with non life threatening injuries.

The driver of the HGV tells us the woman in the Hyundai that pulled out of the lay-by causing the crash was found to be at fault and was sent on a paid driver awareness course.

That rest stop is very poorly designed. An on-ramp onto a freeway should be long enough to give merging traffic enough distance to accelerate to the speed of traffic on the freeway. Also, there should be signage to indicate there might be merging traffic.

To me, this looks very much a case of poor driving all around. The truck driver obviously wasn't paying attention to the on-ramp. He had six seconds to react and did nothing to avoid a collision for five of them. I imagine the letter of the law says that it's the merging car's responsibility to merge safely, but if you're driving in the outside lane past an on-ramp, you ought to be watching for merging traffic. Just having the right-of-way doesn't excuse you from being vigilant about avoiding accidents.

The dash cam is mounted in the center of the window so it has a much better view than the driver. The driver is sitting farther back and on the left side, and probably couldn't see the car until it was too late because there is a structural pillar and a mirror blocking the drivers view on the front left side where the car came from.

It's not a freeway (motorway), it's an A road; they're laid out differently. Laybys like that are really common.

It's much closer to 3 seconds than 6 from the point you can tell the merging car isn't going to stop.

I hate when people ignore to check and don't accelerate when merging, no matter if on a freeway or else where. Unfortunately no matter how good or careful you are of a drivers, you are always sharing the roads with others that can be completely unreliable.
