The Biblical canon was not decided at the Council of Nicaea. The canonical list presented there was only a suggestion by a few members, and not voted on. It wasn't until much, much later--the Council of Trent in the 16th century--that the canon was officially settled. The canon was decided not by a vote, and more by the general agreement and consensus of orthodox clergy as what was and was not orthodoxy became settled.
