Probably because the rest of the frame was junk, duh? The point is to reuse portions of a bike that are still working while replacing broken parts with bamboo.
I'd also imagine bamboo to be lighter than the steel being replaced. Bamboo grows super fast, which is why it is seeing more widespread as an alternative to plastics and metals that have to be drilled or mined for.
