At 3:30 you hear "they've tried everything but a _______" with the last word being scrambled. It's the word Bureaucracy. However the word bureaucracy is used earlier in the routine and may have been placed over the word crucifixion as suggested by Kiptw.
At 4:25 we hear "spend more than you earn and loan money to ________" In this case the censored word is Mexicans.
The scrambling is achieved by simply reversing that segment of the audio. This works well since most people will just assume they didn't hear it right, or maybe their TV had a glitch.
Why they chose these 2 items to censor is a mystery to me, this aired around new years day 1988/89.

Amazing- I was just watching this on YouTube - following the same links as you obviously. Why the hell would they censor that? I don't get it. Spooky.

about the censorship, i guess they thought the weed thing is harmless enough, and animal rights are not so important, but religion and racism... hot buttons.

The reverse audio on "a crucifixion" is seriously spooky. Even the well-heeled, applause-prompted audience of 1988 was uncomfortable with it, and Brown clearly caught it and quickly moved on.
