I'm suprized we don't have stuff close to this in western culture as in the end its all just motivated out of capitalism and its a fairly eficent reliable low cost and convenant way of making money out of music I guess gorilaz is the only thing like this in uk
There was a video floating around where they synched a humanoid robots mouth to a hatsune song, but she looked nothing like hatsune so it kinda ruined it. Also it really lacked the mouth movements needed to be a convincing singer robot.
As for why we havn't seen much of this over here, its kinda depressing but the only software doing this is yamahas Vocaloid 2 (and 1, but no one uses it now) package. Also the package and singers are predominantly japanese, with only one of them sounding any good in english. Apparently we will see a hatsune english voice pack in the near future. Also vocaloid 3 is in the works and I imagine at that point is when we may see some serious mainstream use of vocaloids.

I think it's a human, too, but not because of the singing. The singing sounds very much like Vocaloid, but there's one thing this song has that Hatsune Miku doesn't, and that's breathing between words.

Miku Hatsune AKA a vocaloid. She is basically a text-to music computer program very popular in japan. They have many different versions each of which carries a different popstar character which they create for different voices.
The really cool part is almost all the songs she performs are created by her fans who post the songs on niko niko douga (smile smile video).

Blankfist takes NetRunner out for a ride
I was able to find the basis of this video from reddit. Its a fan made 3d animation (sorry, no direct japanese link this time) of several meme's. The 2 guys are from a popular (?) gay wrestling movie, many 4channers have probably seen it as a flash animation played/synched to one of Kirby's background soundtracks. The steam roller is from jojo's adventure, and the girl (!) driving it is the vocaloid character Kagamine Rin. The scene is a remake of one of the over-the-top drifting scenes from the anime Initial D.
