Depends on what kind of goosebumps they are. There's the kind you get when you listen to your favorite music, and then there's the kind when you're in the dark and you think something is creeping up on you.
I didn't watch Biden's speech but for me this victory isn't really worth celebrating. With Biden in office I think the best we can hope for is getting everything back to pre-Trump conditions, which is what led to Trump in the first place. So while I think it's great that Trump will no longer be President, Biden is nothing to get excited about.

A senior Department of Homeland Security official alleges that he was told to stop providing intelligence analysis on the threat of Russian interference in the 2020 election, in part because it “made the President look bad,” an instruction he believed would jeopardize national security.

The official, Brian Murphy, who until recently was in charge of intelligence and analysis at DHS, said in a whistleblower complaint that on two occasions he was told to stand down on reporting about the Russian threat.

On July 8, Murphy said, acting Homeland Security secretary Chad Wolf told him that an “intelligence notification” regarding Russian disinformation efforts should be “held” because it was unflattering to Trump, who has long derided Russian interference as a “hoax” that was concocted by his opponents to delegitimize his victory in 2016.

It’s not clear who would have seen the notification, but DHS’s intelligence reports are routinely shared with the FBI, other federal law enforcement agencies and state and local governments.

Murphy objected to Wolf’s instruction, “stating that it was improper to hold a vetted intelligence product for reasons [of] political embarrassment,” according to a copy of his whistleblower complaint that was obtained by The Washington Post.

Murphy also alleges that two months earlier, Wolf told him to stop producing intelligence assessments on Russia and shift the focus on election interference to China and Iran. He said Wolf told him “that these instructions specifically originated from White House National Security Advisor Robert O’Brien.”

Meanwhile, President Trump registered to vote in Florida, using Mar a Lago as his "home address" in Florida in September 2019.

Also, a Republican Congressman representing Kansas registered himself to a Kansas apartment he rented for a few months while claiming the benefits of being an Alaska resident and later changed his home address to a UPS store to cast a vote in a specific district for the municipal election. Want to bet whether he'll get shown leniency because he just made an "honest" mistake. (Honest here meaning, 'I agree with you politically, so won't punish you for cheating'.)

This moment seemed pretty petty to me.

I get you're angry, and you've got plenty of reason to be angry, he broke the law repeatedly, sneered at attempted enforcement, then rigged his own trial and everyone on the Republican side, including Roberts went along with it. Effectively the United States now is no longer a Democracy. When Democratic institutions intended to deal with abuses of power are perverted to the extent where they are effectively meaningless it doesn't matter whether a leader was elected or not, he is a dictator.

I expect the results of the election this fall won't matter. He'll just sit in the White House and claim victory, forcing a court challenge where he has all his soldiers lined up in judicial robes ready to do his bidding.

America has fallen and the Republic of Trump has taken its place.

Tearing up speeches isn't going to change that. Either fight, or try to win enough support that he can't reasonably claim victory in the fall. This only helps to alienate some who might be on the fence you know Fox is going to run with "Look, Pelosi's no better, see, she's a partisan hack!"
