I don't think David Kamp (credited for "audio" in this short) was a composer or otherwise with that, so I hope they're not claiming the music as their own.
The audio made by David Kamp for this short was deleted and replaced by audio copypasta by a film student. It would be nice if someone could just find the original film. Here's the youtube description:

When I first lived in New York and I would see people nudge to parallel park I was dumbfounded! Being originally from Michigan where cars are Gods, I just couldn't grasp the idea of nudging and it being ok. A couple years later I learned that's what bumpers are for! You can nudge quite a bit before any monetary or physical damage is done. Lot's of nicks and pings in NYC cars though, I'll tell you that.

I hope you're being sarcastic, it's not readily apparent. The bumpers on a car exist so that, in an accident, the damage to your vehicle is minimized. The "5 mph bumper" came about after consumer groups fought to have execedingly minor accidents ( < 5mph ) do virtually no damage at all, to help keep cost of ownership down. It was never meant to take the place of competent driving skills.

But not all bumpers line up height-wise with other cars' bumpers. Most aren't made of steal and are actually painted. Etc. Therefore drivers shouldn't ding other cars regardless, IMHO.
My car has some pretty nasty dings and even bad grooves cut into it from other drivers rationalizing hitting cars like that and driving off.
