I think this is German - Germany is becoming a bit of a champion of open source and computer civil liberty causes. See Suse, the entire city of Berlin going open source, and the spurning of Steve Ballmer.

Rather good film. The narrators accent has a german sound to it too. But what do I know, some brits sound really odd when they speak english.
