From what I can tell this is from a Canadian show called "Just For Laughs".

I used to watch this when I had cable, it was usually on after "Just for Laughs" which was the taping of the comedy festival in Montreal. This is was called "Just for Laughs Gags", a hidden camera show done in Montreal.

The more I watched it, the more I wondered how freaking paranoid the people in Montreal must be.
