I'm not quite sure what's going on here.

This is *news to me, though the situation sounds a bit fishy.

Why would they need to negotiate with the city to be allowed to do overnight camping? That wasn't a campground, were they wanting to camp in a parking lot right next to the convention?

Why not arrange a shuttle to/from a real campground?
