theyre not illegal until they have marijuana resin in them, they then become paraphernalia. thats why they can sell them in head shops.

much like how its perfectly legal to sell dildos as "cake decorations", they then become illegal when you sell them as/use them as "things to stick in an orafice for pleasure".

my question is why you have to be 18 to go into a store that only sells "cake decorations"?

oh and in this case i think the issue was mislabeling and customs laws..... and well, drug enforcement generally gets retarded.
