Last time that happened to me i was guarding Stockholms castle, i aimed my AK5 at them and had a military patrol arrest them, they almost peed in their pants, that is if they hadn't done it on the castle before.
We made them wash it up before we released them, i think they got the message.

My city has been doing this for many years. We can't compost all trash sent to the landfill, but we do compost the majority of it.

Yeah, plastic bags, from what I understand, aren't as impacting to the environment as some have lead us to believe, and they certainly biodegrade.
