Based on a character Howie Mandel created from himself as a boy. Or though I thought I remember hearing that when I was younger, but there's not a mention of it being based on him on wikipedia: http://en.wikipedia.org/wiki/Bobby%27s_World

I never liked this cartoon. It was just so-so.
