It's clear satire, of course. There is no way Congress would have agreed that the bat even exists, let alone attempt to resolve the situation. Also, no one suggested shooting it.

Description is dead-on, the argument in the real congress would be about whether the bat is real, with lots of accusations that the bat is just a hoax being used by fascist socialist Democrats who want to steal your freedom.

Ron Paul would give a statement about how the Constitution doesn't provide people a right to bat-free environments, and certainly doesn't empower Congress to spend money on hiring an exterminator. He would then lament that if only we allowed guns on the floor of the Congress, we'd be able to solve the problem ourselves -- assuming of course that there is a problem and that it's not just a socialist plot to steal our freedom.
