I hate this phrase so much. It adds nothing to a politician's response except to appease the questioner, then stall for time so they can formulate a response, and then use the "which is..." part to REPHRASE the question so that their response fits in with the newly rephrased question.

Answer the question straight, so we can just not vote for you.

But French green beans?? Then it would not be the business as usual, maintained by brain-dead monkeys, pep-rally of Doom, that it must be!!
