Tokyo Times reports that a man took off his clothes and jumped into the Imperial Palace moat to retrieve a bag, and ended up getting into a tragicomic tussle with the police.

Funny story... I was actually on tour in Japan with a symphony and we were at this very place. One of the symphony members actually had to do exactly this... strip down to his skivvies and dive into the moat. It was nasty as hell.

Granted, it was because he dropped his video camera into it... but same exact concept.
