Speed Radars Showing Parked Cars Driving at 4 MPH

The margin of error for speed radars is explored in this video. I think the error is substantial enough where these things should not be used by law enforcement.

In my area, it's relatively rare to get a ticket for going less than 7 mph over the limit. Tickets for even 5 mph over the limit just don't win court challenges. An error of more than 7 mph by a trained operator has been judged by the courts to be unlikely.
