Quantum - Yeah I agree, I'm pretty sure they didn't have color film in the days they did this ritual.

It's a Yukio Mishima short called "Patriotism: The Rite of Love and Death", you can find it here. It's really one of the Japanese masterpieces in terms of filmmaking, highly depressing, though.
Incidentally, Mishima himself was fascinated with Seppuku, and himself became the last documented case of it in 1970.
