Can't you just name it South Korean police training?
I think everyone agrees that there is 2 Korea's and even though both consider themselves to be the Korea most people use the terms South and North instead of DPR and republic.

Yea I guess it's kinda confusing for the westerners who doesn't get to listen to Asian news that often.

For us Far Easterners it's pretty dang obvious that it's a South Korean video. Because we get to see North Koreans on the news every now and then, so we have an Inkling as to what they look like.

Protip: You wouldn't hear cars honking and city bristling with life like that in North Korea where it has far less population density. Also their uniforms and equipments aren't quite as modern as South Korea, not to mention they wouldn't have a separate civilian-catered police force in the first place.

The roads and giant hotels are empty except for some poor reporters (In the capital at least).
