I think that Novak quote is too myopic. The President's power is dwarfed by the power of Congress. There are a lot of things he can't do unless Congress signs off on it. Whatever it is he did, the Republicans had hand in it. I don't want to get drawn into a big discussion about it, so I'll just leave it at that.
