BillOreillysays...The people don't react because both of the attacked characters are essential to the plot and just go unconscious every time you hit them. Now, hit one of the other non-essential npc's, select "resist arrest", draw the guards out into town, and then get ready for fun!

Ravenisays...Hmm, it looks to me like a cheat is being used to make the AI not react... Even when I lay the smack down on a plot character, I always see everyone running around screaming for the guards or their mommy.
