The chief of police is outraged and disappointed at the conduct of his officers? Someone forgot to tell this guy that he's supposed to defend the officers, sweep it under the rug, withhold any sense of humanity and honor, and not give a fuck.

That is just plain disgusting. Sometimes I don't even want to understand the mindset and psychology going through those officers heads. Of course, if we can't figure out how to solve these issues we will only repeat them. In the future we will not want violent mindsets around, because as technology is improved upon and made ready for all it will only take one person to end it.

The asteroid will hit by then though.

This is why, if you want to be a cop, and want to do all the good "right" stuff, you should have your id-tag visible at all times. If it were after me everybody of these guys would have it spraypainted all over them. I can understand that every now and then a person in charge has to "bend" things a bit if his "customer" is more of a dick than has to be and these guys face shit all the time so who can blame them when they blow a valve.

The problem is the principle of anonymity inherent in most situations where the "authority" is directly interacting with a suspect lends itself to willful violent actions both on the side of its bearer as well as its agitator.

Solution: stuff all cops into clearly labeled, pink teddybear costumes! I won't throw shit at that- 'd be too busy laughing my ass off.

What the hell were cops doing at a basketball game in full riot gear, to begin with? I feel that blame and punishment should be laid on the individuals responsible, i.e. sue them in civil court rather than the dept. as a whole.

You still have to wonder why they were there in the first place, which does fall on the department. Seems like creating an unnecessary environment for potential confrontation. Not that any "confrontation" was visible on the victims end, likely he said something off color (nothing else seems to make any sense) but that in no way justifies what occurred.
