Incitement: Is the President Guilty of Inciting the Riot?

The president's words and behavior on the day of the Capitol Riots were reprehensible, but does it constitute criminal incitement? Are there any other options?

Pretty rare even-handed discussion of the topic. Basically he probably didn't meet the criminal definition, but in an impeachment that doesn't matter.
