Actually, it reminds me more of Fist of the North Star (aka Hokuto No Ken), but I'm a huge dork.

I believe the matrix used the same method, but different clips. ie, the scene was shot twice, and one clip overlaid. A more believable shot of more then one action happening. You can also pull off the agent dodge move bye overlaying 3 or 4 clips of yourself dodging, then play with the timing of them.
