it seems likely to me that the car pushed the fence up abd over the roof and then it dropped back in place, looks like the right edges are torn to me

Then the garden city PD are morons....Because ren is right, and if you watch it slowly frame by frame you can see the left side of the fence bent down and then 'spring/move' back in to position. Then the camera freezes on the right side of the fence that wasnt damaged.

Did the morons even check the fence? or did they just say, "Duh, which way did he go?"
