The tarsands in northern Alberta are a global issue, not just Canada's problem.

World renowned climate scientist, Dr. James Hansen brought a message of no new oilsands and no coal when he testified before the Energy Resources Conservation Board of Alberta about a proposed oilsands mining project. His message was that governments have agreed emissions need to come down to protect the climate so a logcial first step is to not grow industries that are taking emissions in the opposite direction. - youtube.

But I don't trust the Carbon Trade marketplace idea, specially when the pitch is to give the money directly to the people as well. The idea of monetary reward for the people, would pull a wool over their eyes when it comes to evaluating the proposed marketplace rules unbiasedly.
