It's from german tv show "die comedy falle". i too believe it is staged, mainly because of the guys with bikes. i don't think you can let people fall in pools while riding a bike, not for liability reasons. falling from a bike is pretty dangerous i think, especially when you go over the handlebars. what if someone broke his bones? what if someone couldn't swim? what if someone would suffer from a panic attac? If assumed this was shot in germany then i'm pretty sure it just has to be staged due to legal resons.

btw: what's a guy doing with a cheap kid's skateboard in the forest? ;-)

I'd figure it'd have to be staged. The "so much for their cell phones" description is reason enough. PDAs with irreplaceable data, MP3 players\iPods so popular with joggers? Broken legs, sprained ankles...
Perhaps things are different outside the overly-litigious United States, but I doubt they're that different.
