It was still voteable and visible in the queue because gorgonheap returned it, but shouldn't have.

We'd like for banned videos to stay blogged so the banning is visible to even the casual browser (sort of like hanging bodies at our city gates) instead of being discarded and should never be returned under any circumstances.
