We call that a "Touch and Go". Touch and goes are used to practice approach and landing procedures. That aircraft might do that 2 or 3 more times before it lands for good.

I'm guessing it was just a touch-and-go. He kicked up the throttle immediately, and if it wasn't planned then it may have been coming in too hot. Edit-Oops, what CaBhaal said, I had the video open for a long time before seeing his comment.
