Er - Spanish is the second most spoken language in USA and one of your Commonwealths is Spanish speaking.
There are plenty of Spanish speaking citizens who's opinion does count.

I think this can come under "pandering to the masses"

bottom line is - even if people who want to become a US Citizen learn basic fundamental English (as required like you point out) their native language would still of course be Spanish.

Interesting video though, I had no Idea McCain was doing Spanish adverts....

Neither did I. I still firmly believe that no political ads should be in Spanish, because if people can't understand them, (in English) then they shouldn't be voting. I honestly have no idea what McCain's immigration policy is, but I don't really care because I don't plan on voting for him.

Even someone who's fluent in the language of whichever country he/she is a citizen of, sometimes just plain enjoys hearing commercial advertisement spoken in their mother tongue. Whether you've been a citizen for 1 month or two decades, that's just how it goes.

I lived in Germany for a few years. My bank and my cable-modem provider not only had English automated telephone services, but also on-staff English speaking reps. Although I speak Deutsche pretty well, it was nice to shutoff that part of my brain and hear Enlgish.

They didn't do it to pander to me.

The United States of America does not have an official language. What gives anyone the right to deny anyone citizenship in the US for not speaking English? There is no such law nor should there be. But, I can see where you're coming from with such a hateful one-sided avatar like that.
