Now, the fourth amendment says that you have the right to be protected against "unreasonable searches and seizures" but what exactly does this mean? Well, it's complicated. The police often need warrants issued with proof of probable cause, but this isn't always the case - such as when you're pulled over for a moving violation. So to sum up what he just said: The laws are very specific, but lawyers and police have messed up the system so badly, that they can and will violate those laws and guidelines to suit their purposes.
