This is accurate. It is literally impossible to 'rain oil' simply because it's molecules will not bond with water molecules.

However combined with the dispersant being used it is possible for some of those broken up molecules to combine with water. Though it is hard to say if it would resemble oil at all.

That was my first thought as well. But what about the emulsification by the dispersants? That was my second thought, which was quickly affirmed by your own article. Are the effects of that known?

Had a few small tornados down by London, Aylmer, and Windsor earlier in the year with next to no damage but this one kicked up some serious stuff from Windsor all the way through to Owen Sound.

The differentiation between a waterspout and a tornado is more involved than I ever knew. Here I always thought it was as simple as what it was moving over.

Also known as a 'univorticular whirlwind', 'univort', or 'dustdevil'. Over water these are known as 'waterspouts'. It's not a true tornado. It's a rising column of air created by a layer of rotating hot air on the surface, while a tornado is a bit more complex, requiring both a significant updraft and downdraft, and rotating winds. Or at least that's the skinny.
