I'm assuming you mean why doesn't this happen in America? The reason is America doesn't have a public commitment to the arts like the European countries. Europeans think this music and this ensemble is an important part of their culture. I think too many Americans look at orchestras and opera companies like over-funded anachronisms.

This isn't to say that there aren't street performances in the US. Quite to the contrary, they're all over the place (weather permitting.) However, they're usually playing guitar and hand drums.

For once I'm not outraged by the police reaction; you simply can't be soft on street performers. If they didn't get the occasional beat down, our national memorials and libraries would quickly be overrun with jugglers, clowns, dancers and magicians of all kinds. And what sort of world would that be for our children?

In fact, if there isn't a website by which street performers around the nation (world?) can receive donations from a web audience, then someone needs to get on that!

To be sure, this video was a nice collaboration with the videographer (who, I presume, is not homeless), but the relative costs can be kept minimal so that street performers can be given audience to more than the circumstantial passerby.

Indeed, how many of us have seen individuals on the street performing this very same described action? I am skeptical of its efficacy.(Euphemism)

How many of us have been sleep deprived, intoxicated, stressed, emotional, and thereby suffered mental impairment? What conscious control were we able to manifest? How long would it take to "forget" it wasn't normal owing to the onus of these and other attendant symptoms? Would the voices not become referentially familiar?

When I was studying such things it was referred to as a perceptual disorder.

This style is way beyond abused... I know a busking company who hires teens during summer events. They train them for a couple hours and then sends them out creating this stuff for the public as street performance busking. The company supplies the paint and paper, and they keep a percent of the profits as these teens go out and try to sell the artwork and perform.

Trust me, it's fun to watch, but not always a lot of skill involved.
It takes hundreds of tries before you can actually create stuff that doesn't look "off-the-assembly-line" and even then, it all starts to look the same from piece to piece and artist to artist... So not really worth it in the end...
