Your also not reading what I said, seemingly because you don't like the implications. Not once did I claim racists didn't vote for Trump. Not once did I say anything about Trump making any kind of an even half-decent president. For the record, I'd have voted Hillary if I had a vote. All of that is ENTIRELY outside the point.

The reality that democrats just can't seem to accept is that they LOST the support of the public. The racists didn't suddenly emerge this election cycle. The moderates, the silent majority, just said screw it and stayed home or said screw you and ticked of Trump. A major scare factor in that is folks just like yourself who refuse to even recognise that this huge segment of the population exists and that the democrats need to reach out to them as opposed to labelling them racists and entrenching them as future republican voters that dislike being called racists because they work on an oil rig...

Here's the thing, it's not either or. Clinton lost tons of Democratic and independent voters, Trump gained tons of racist voters. Either one being different would change the outcome.

One other thing, just so people don't think I am an NRA gun nut supporter, I personally wouldn't care if they made anyone who wanted to even own a gun go through the above steps to be allowed to do it. It does not say that white or blacks were fighting. Since the cop was gathering up black kids it appears that they were the uninvited guests and some broke out in fighting. The video or text does not say just that juveniles were now actively fighting. More info is needed.

The cops have to gain control of the situation, then go about finding out what occurred and who did what.


The girl was as the wrong place at the wrong time. The cop was in no mood to play around.

Once again obey, let the cop do what he needs to do and everyone moves on.


What was the result? Did they find who did the fighting?

Please explain how this 'enhanced oversight' works please. Since bribery is legal in your scenario, there's no reason victims of extortion would even bother to report it, because it's their word against the cop that will simply say 'it's a gift', case closed. Now they have the ability to extort any amount from anyone at any time, and like this cop they don't even have to follow through, they can simply demand payment then screw you a second time.
The incentive structure you describe is the incentive to extort money AND still screw people over because then they get paid AND have a good arrest record. There's no incentive for cops to act better t all, only worse in your scenario.
This story is proof that they are not free to extort today...he's fired isn't he? In your scenario, he's done nothing wrong.

It doesn't seem to me that your fringe scenario is likely to have a whit of positive effect, and only allows the worst kind of behavior to continue unhidden and unprosecutable. If you somehow believe that will cause bad cops to miraculously become good people, I've got some swamp land in Southern Florida to sell you. ;-)

Cops are no less free today to engage in extortion than they might be under even the sloppiest implementation of my proposal. Whereas, I claim that the enhanced oversight and incentive structure of this enlightened, progressive model does more to counter bad baviour and encourage good baviour than your own rather lazy and hidebound adherence to the status quo.
