As for the "dustbin fairing problem", in the 50s motorbike racing teams were trying streamlined enclosed fairings on their motorbikes to increase top speed, but they caused problems in cross-winds and were banned from competition in 1957:

You can see it's still tumbling forwards, but is travelling a hell of a lot slower than the oncoming bike.
