Many of these peoples don't have basic freedoms; lots of impoverished parts of the world are ruled by tyrants and other scum; a huge crimp to any aid plan. And the UN, of course, is useless and corrupt.

Let's say for the sake of argument, Western corporations are permitted to bid to build a water/plumbing infrastructure for a nominal yet profitable cost, because contrary to certain unworkable dogmas, arbitrarily making something "a human right" doesn't mean sh;t to Nature. Try walking out into a desert or even a vacant lot with a piece of paper and hold it up to the sky to see if it'll make rain.

Factories are permitted to be built, with the stipulation that adequate water and sanitation be supplied to all at a low (low) cost. Once the plumbing was in place, how long before the do-gooders would start howling about how these poor people are being "exploited"?

You don't want people to suffer, but you're not willing to accept the trade-offs that are a natural part of a free market system, which is the only way people in situations like these are lifted out of poverty.
