for me the measure of quality in electronic music like this, has always been if the overall "sound" of the music is original. For example, this obviously is not, because the beat sounds A LOT like 2 Unlimited, so, it's just a copy cat crap, however 2 Unlimited is pretty decent.
This would happen a lot in the 90's. You would get a decent techno music from any givern act, and then 100 other acts would show up all using the same sounding beats and samples. I always hated that.

A little techno to brighten your day
Before the term electronica existed, techno was the broad genre of any programmed music as opposed to music played with instruments. Since mid 90's popular culture uses the term techno in a completely different way to describe a very narrow part of what techno used to represent. To me electronica is and was a completely useless term since I already had a term for what electronica represents and I still use techno in that broader original sense of the word.

Genre obsession is retarded. Is being able to categorize music into different sorts of styles/influences useful? Sure. But I don't think very many good musicians set out to produce a certain genre's kind of music. It's the consumers, not the creators, who freak out over the genre label.
