Robocop: Bitches Leave
Easily one of the best movie villains ever. By far the best performance in that film. He made that role his bitch. I'm surprised Kurtwood Smith didn't get more, bigger roles in the early 90's. Maybe he didn't want to get typecast as as sci-fi villain, which is perhaps for the best. He equally owned the Dad role in That 70's Show.

But the decision can never be put into the hands of a robot to begin with. It’s always, always, always going to be in the hands of a human no matter how complex the mechanism (including semi-autonomous drones).

Kurtwood Smith's Dutch accent is very convincing.
I don't think I've seen this movie since I was a kid. Never really knew that Ray Wise was in it. Or anyone, really. Got to see this again!
