Maybe a front wheel drive car that was lowered too low and the wheels were stuck in the wells? In the end, you can't question stupidity.

The rear wheels look totally locked.. suggesting use of the handbrake (I guess removing any chance of gaining traction at the rear = stupid driver).

The front wheels are bound to rotate if you aren't braking and are travelling forwards down a hill.
