See that picture above? Look at Tokyo: It says it is 5:11 (15 hours later than it is in minniapolis). Now look at the date under 5:11. What date is 7/12/31?

07=2007, 12=December, 31=31st day. Or am I missing something?

The date that it is trying to show is January 1, 2008. Although I wouldn't be surprised about your guess on the encoding being far off, although that makes two bugs: bad date, and bad output of date. I was betting on it being only one special case (though interaction of two rare special cases sounds pretty believable too).
