What's the story with that bird? Is it their pet? Is it a mini Pelican? I agree he may have been spotting for the Sea Lion.

Kinda weird his reaction is to just let go rather than try and pull on it. Almost looks like he throws it towards the sea lion.
Sea Lion vs 10 Killer Whales
I was once in a pub overlooking the main harbour of Vancouver in Washington State. A herd(?) of sealions were on their sides in the middle of the harbour, sunning themselves. I caught a glimpse of orca fins at the mouth of the harbour slipping below the water's surface. I knew what was about to happen.
Suddenly the orcas came up out of the water from below the sea lions catching them completely unaware. As pub patrons gasped in shock and awe, there were sea lions screaming and swimming like hell for the shoreline as the whales ripped into them. It was simultaneously horrifying and mesmerizing...

Orcas hunt seals near surfers
Hmm. Considering the sea lions are obviously aware of the orcas and take their jolly old time departing, it seems like they both may have been feeding on the same fish stock. And as for the title, the orcas didn't really chase the surfers out of the water but they did chase one of them into catching a wave.
One more reason why the Tofino area is so epic.

This isn't terribly uncommon. The Sea Lions around Dana Point in SoCal were like big annoying dogs... not really aggressive, but all too willing to use your boat for a rest spot and look for food.
