Yup, it's an extended scene from the DVD directors cut. We only had VHS in the 80s.
From Wikipedia: In addition to the theatrical release of the film, an extended "Directors Cut" version was released later on DVD. The Director's Cut version is longer (117 minutes) than the original theatrical release version (110 minutes), and features additional scenes. One notable extended scene includes Riggs dispatching a sniper who had been firing at children in a playground. Another noteworthy scene added to the Director's Cut is one in which Riggs picks up a street-walking prostitute, but instead of having sex with her, he takes her home to watch "The Three Stooges" on TV. This scene demonstrates his terrible loneliness after his wife was killed.

I have this movie on my HDD just so i can watch the opening scene in full blast, the audio is incredible, the song, the car and the athmosphere... Easily one of alltime top10 opening scenes.

The way they throw money at a greenscreen to avoid having to actually film stuff. I'm sure the animators are working very hard and are extremely good at what they do, but all impressiveness of a special effect is lost for me when it's computer rendered. They're over relying on green screening to such a ridiculous degree, even in areas where it's completely unnecessary, that it totally breaks my immersion.
Also, I'm pretty sure they could do this scene with practical effects if they at all cared about the art of film making. The physical restrictions of actors and effects were one of the reasons film makers had to be innventive, which did lead to interestingly shot scenes.
I'm sure they'd do it all practically if it were possible, affordable and safe. Not much of this scene is.

Citizen Kane put me to sleep, Godfather was decent but not my type of flick, Star Wars movie was good, etc.
Citizen Kane was a chore, I only watched it because, well, people like this guy. I didn't notice anything special about it at all. I can only assume that the clever, innovative stuff it did has been repeated in every other movie I've seen so I'm accustomed to it. Maybe if I'd only seen pre-Kane movies before seeing it, it would blow my mind.
You've got it exactly right, after Citizen Kane movies were changed forever. The non-linear way the story was told had never been tried, and the camera and lighting were used in completely innovative ways. Hell, in one scene when Welles couldn't get the camera angle that he wanted he grabbed a pickaxe and shovel and dug a deep hole in the middle of the set in which to place the camera!
Truth is though, my favorite Orson Welles movie is "Touch of Evil" with Janet Leigh, Charlton Heston and Welles himself playing one of the most disgusting villains ever portrayed on film. The opening shot alone is a masterpiece, an uncut tracking and crane shot that goes for more than 3 minutes. Fantastic stuff.

No director has ever surpassed this scene... Altman made a great effort in "The Player" and Scorsese came close in "Goodfellas", but still not quite.
Ace Ventura Delivers a Package
I saw this film late in its theatre run. It had a lot of hype. I didn't want to like it. The opening scene here had me in stitches. So funny.

You have 30 days to pay me $5,000,000...
Remove the music and the beginning sequence that makes it look like the guy is potentially building a bomb. Because whenever you have remotes and guys soldering stuff, it's a bomb.
Remove that, and you have a really boring travel video with some black and white grainy footage of duct work.
