^Yes the vision is clearly sped up. They would have her dance to the song at a slower speed and then increase the fps of the footage to match the original speed of the music. As shown in this video.

I suspect there was a little more to the creation of this video than recording it slowly and then speeding it up. If that was all that was involved then it shouldn't be as jerky as this clearly is.
Also, this clearly isn't the original or source video, this is just some youtuber taking the dancing girl vid and slowing it down.

All you gotta do is change the pitch of the sound when you slow it down. Otherwise, you're right: It would sound much lower.

It's almost three days since I first laid eyes on this video and I've probably watched it at least a couple dozen times since then. It's definitely my new favorite. Sorry, Groovy Dancing Girl. I intend no disrespect to the talent of our groovy Irish lass whom I still adore, but our flaming hula hoop girl has stolen my heart.
