This included footage inside his home, with audio.
No crime had been committed at the home, and there was no investigatory reason to share the footage with police, and absolutely no excuse for the police selling it to TMZ to air.

My guess was their lawyers told them in order to win they first had to prosecute, and they had to pay off first to make burning cigars a crime, then recoup all their losses with restitution in the criminal case…without the arson/fraud charge proven they might lose the case, thereby setting the horrific precedent.
