Great footage, but this is very dangerous. Flash floods can flash higher and it doesn't have to be raining; something changes upstream then whamo, 2 feet becomes 8 feet and your dead. Friend of mine is a rescue diver and he snatches corpses of kids like these all the time, tragic.

It also subsides amazingly fast. I can't really read the numbers there, but it looks like one frame per minute, making this whole flash flood about 10 minutes in length.
