The Secret Service uses multi tiered defense. The inner tier is close support, Secret Service agents who rush in and provide physical cover. Mid tier is mid range/crowd control, usually covered mostly by local police who are temporarily added to the security detail and have liaisons to communicate to the Secret Service.
