I don't know, by that logic making almost any definitive statement makes you an ignorant fool, because you couldn't have possibly read every single book ever, or watched every movie, or read every blog, or listened to every album, or whatever you it is that you are making the claim for "best X ever." I think the implied follow-up sentence to any statement like that is "...out of all the countries I have been to" or albums I have listened to or whatever.

Clearly, Americans who claim the US is the best country in the world are laughably ignorant...but even someone well traveled couldn't legitimately make that claim. The human lifespan is simply too short to experience every country in the world for more than a couple months each.

That said, Greece is clearly the best country in the world...
