dotdudesays...This is a Hurricane Katrina flood video. It was one of those clips shown over and over again on CNN.
I-10 makes a dip under this train bridge. If there is a heavy rain this area floods. There are painted markers to let drivers know how deep the water is. Invariably folks drive into the water anyway.

In 1998 residents were horrified that this area flooded during Tropical Storm Frances. This is supposed to be an evacuation route. The large white structure in the middle of the picture is a pumping station built since then.
