Fletchsays...As Robert Jordan often said, "Their smiles do not touch their eyes".
messengersays...In Korea, a smile is more defined by the shape of the eye than the mouth, interestingly enough.
To be fair to this clip, however, it should be understood that the voice is probably a voice actress, and not the woman who wrote the letter.
If you've seen "State of Mind", a British documentary that follows two North Korean elite gymnasts, you'll probably see that many North Koreans are actually treated very well, and to them what you hear in this video is not just propaganda, it's absolutely true, if only because it's all they're allowed to see.
I'm not saying there's no propaganda system, just that these people aren't parroting -- they live the propaganda fantasy.
